ECB gears up for rate cut, likely this week

FRANKFURT (Reuters) - The European Central Bank is likely to cut the main euro zone interest rate at its monthly meeting on Thursday as the bloc's economy has weakened further.

Since the last policy meeting on April 4, there have been few signs of the economy returning to growth, threatening the recovery which the ECB has said it expects to start in the second half of this year.

There are also increasing signs of weakness spreading to the euro zone's core. Confidence fell in April and did so by more than expected, data showed on Monday, highlighting the souring mood among companies and consumers since March, after an optimistic start to the year.

Weaker reports, combined with ECB policymakers' statements showing renewed appetite for rate cuts, has changed economists' views and a narrow majority now forecast one when the Governing Council convenes in Bratislava, one of the two meetings it holds annually outside its Frankfurt base.

Senior sources involved in the deliberations say momentum is building for action to help a euro zone economy which has slipped back into recession, a move that some policymakers wanted to take earlier this year.

In a Reuters poll, 43 of 76 economists said they expected the 17-country bloc's central bank to cut rates by 25 basis points to 0.5 percent. At the same time, 57 of 66 said a cut would not have much impact on the economy.

"Most Council members have reached a point where they say we can't keep on doing nothing," RBS economist Richard Barwell said. "They probably feel that cutting rates would be better than doing nothing."

ECB Vice-President Vitor Constancio said last week that the central bank stood ready to act, adding that there was still room to cut rates.

But, as the poll shows, a sizeable minority think the ECB is not ready to cut yet.

A separate Reuters poll of euro money market dealers on Monday showed only half of the 22 expected the ECB to cut on Thursday. None of the 11 traders who replied to a question about the impact of a rate cut on interbank lending thought it would have any.

"A rate cut is not a done deal and the exact timing of the move remains very uncertain," Unicredit economist Marco Valli said.

ECB Executive Board member Joerg Asmussen has said lower rates would have little impact on economies in the euro zone's crisis-stricken south, because they do not reach the consumers and businesses in those countries.

Another argument for waiting another month is that the ECB often moves rates when it has new data, and it will publish the next set of economic projections in June.

The ECB offers banks unlimited funds in its refinancing operations, and the excess liquidity has pushed money-market rates well below the main refi rate.

The deposit rate, currently at zero, acts as a floor for money markets, and the ECB has made clear it has no appetite to take it into negative territory, which means that the ECB may choose to keep it, as well as the 1.5 percent interest rate on overnight lending, on hold even if the main rate is cut.

Thus, short-term money market rates are unlikely to fall further even if the main refi rate is cut.

A rate cut would, however, profit banks. They have close to 870 billion euros of central bank funds, and a 25 basis point cut would reduce banks' interest payments more than 2 billion euros annually.

Those favoring a cut also argue that it could have an important signaling effect, showing that the ECB is not done and could take more measures in the future.

The bank has mulled ways to stimulate lending to small companies, which have difficulties finding funding, especially in southern Europe, but it does not appear ready to announce anything concrete yet.

Form(s) vs Function: Making Official Docs Look Better--And Work Harder

A crop of newly reimagined government forms beautify and clarify the documents that define us (as far as the government is concerned, at least). But should we be thinking harder about how these forms function, alongside how they look?

Earlier this month, a London design agency called I Want Design introduced a new concept for the birth certificate at the behest of Icon Magazine. The purpose? To imagine government forms as ?living documents? that remain interesting long after the paper certificate is locked away in a safety deposit box. The revamped certificate is a beauty, full of extras like the baby?s name etymology and star sign, which is goofy and fun.

The certificate also comes with a dynamic digital version, readily accessible across devices. ?We agreed on a traditional hard copy, but one that paints a bigger picture of a person and when they were born,? the studio tells Icon. ?This could be accompanied by a dynamic digital file that could expand on this content.? It's amazing we've yet to see birth certificates go digital?it likely has something to do with security issues. This concept wouldn't change much about how the hard copy functions (that'll always be controlled by the government), but it's nice to imagine a digital version that functions almost like a birth announcement.

Then, last week, another theoretical redesign made its way across the Internet, just as most of us were wondering where our tax returns are. FormNation LLC, a New York-based design studio, unveiled a lovely little concept for a new breed of IRS forms, including the 1040 to the W9. The new forms use color to pull out the essential information, while the details fade into smaller type at the bottom of the page.

?The current US tax forms, and most forms we encounter at a government level like banks, have a severe lack of visual navigation,? Jan Habraken, the founder of the studio, told me over email. ?The specific design changes we propose aim to lead the eye through the form. Our redesign is the first of what we hope will be many redesigns [where] we can show how design can improve those everyday activities and make the problems less painful.? The IRS updates its forms from time to time, but rarely to change something aesthetic. The truth is, most of us rarely read our tax forms directly, except to look them over after an accountant or a tax prep company has done the dirty work. Would these friendlier versions spur more of us to do our own taxes? It's hard to say. Habraken, for his part, is hoping to meet with the IRS to discuss possible implementation.

It?s wonderful that designers are focusing in on large-scale problems that affect entire populations. At the same time, it?d be interesting to see them take on more complex problems surrounding bureaucracy itself. Personally, I?m not sure how I?d go about accessing my birth certificate, or even my tax forms, from the federal or state government. It?d probably involve a lot of uninformed Googling. In hand, the forms are clear enough?but getting ahold of them? Not so much.

One example of a theoretical redesign that rethinks both aesthetics and the functionality? The Health Design Challenge, a recent competition to redesign the Electronic Medical Record (the digital file that documents your doctor?s visits and conditions). The winning designs all focus on improving how patients understand and leverage their EMRs. Take the one below, for example: patients and their adult children can use it to schedule medication dosages and predict drug interactions. Three of the winning designs are now being developed into a single concept, which will be tested by millions of patients at Veterans? Affairs hospitals.

Fortunately, there are some big brains that have already made significant progress in using razor-sharp design to cut through bureaucratic red tape. Just a few weeks ago, London?s Design Museum made an interesting choice when they crowned a simple government website Design of the Year 2013. Their reasoning? The straightforward, aesthetically unassuming site collected every necessary government form in one place. It may not have looked ?design-y,? but it was a remarkable piece of design.

In the same sense, it'd be great to see a designer take on a theoretical redesign of the online infrastructure for accessing government documents like birth certificates and tax records. There?s definitely no harm in rethinking the clarity of the documents, but it?s also worth asking: is it the form that?s broken, or the function?

To compensate for the boring tablet Samsung unveiled on Monday morning, details surrounding a handful of more exciting Samsung slates have emerged in a new leak. SamMobile has a solid track record when reporting news of upcoming Samsung devices, and the blog reports on Monday that four new tablets are coming this year from the South Korea-based electronics giant. Among them are the Galaxy Tab 8.0, the Galaxy Tab 11 and the co-branded Nexus 11, which will seemingly be Google?s flagship tablet for 2013.

Starting with the least interesting of the pack, Samsung?s Galaxy Tab 11 will reportedly feature an 11-inch?Super PLS TFT display, an 8-megapixel camera, a dual-core Exynos processor and microSDXC support. It?s certainly nothing to write home about, but the Galaxy Tab 11 could be an interesting play at the right price point.

Moving on to bigger and better things ? or smaller and better, as it happens ? the Galaxy Tab 8.0 will reportedly be a new tablet sized similar to the Galaxy Note 8.0, but it will feature an AMOLED display with full HD 1080p resolution. Other rumored specs include a quad-core Exynos processor, a 5-megapixel rear camera, a 2-megapixel front-facing camera and microSDXC support.

Finally, Samsung is currently developing a follow-up to its last co-branded Nexus slate. According to the report, the Nexus 11 will feature an 11-inch?Super PLS TFT display, an eight-core Exynos processor, an 8-megapixel rear camera, a 2-megapixel front-facing camera and microSDXC support.

No launch details or pricing were provided in the leak, though SamMobile notes that the Tab 11 may replace the Tab 10.1 line, which hasn?t been selling very well according to the report, so pricing may be in the same ballpark.

(AP) ? Supreme Court Justice Stephen Breyer is in a Washington hospital after shoulder replacement surgery following a bicycle accident.

Court spokeswoman Kathy Arberg says the 74-year-old Breyer is expected to make a full recovery following the operation Saturday.

Breyer injured his right shoulder in a fall Friday near the Korean War Veterans Memorial.

The justice previously broke his collarbone in an accident in 2011 and sustained broken ribs and a punctured lung in a bicycle mishap in 1993, before he joined the court.

Breyer was appointed to the court in 1994 by President William Clinton.

(AP) ? The Federal Aviation Administration said that the U.S. air traffic system will resume normal operations by Sunday evening after lawmakers rushed a bill through Congress allowing the agency to withdraw furloughs of air traffic controllers and other workers.

The FAA said Saturday that it has suspended all employee furloughs and that traffic facilities will begin returning to regular staffing levels over the next 24 hours. The furloughs were fallout from the $85 billion in automatic-across-the-board spending cuts this spring.

The furloughs started to hit air traffic controllers this past week, causing flight delays that left thousands of travelers frustrated and furious. Planes were forced to take off and land less frequently, so as not to overload the remaining controllers on duty.

The FAA had no choice but to cut $637 million as its share of $85 billion in automatic, government-wide spending cuts that must be achieved by the end of the federal budget year on Sept. 30.

Flight delays piled up across the country Sunday and Monday of this week as the FAA kept planes on the ground because there weren't enough controllers to monitor busy air corridors. Cascading delays held up flights at some of nation's busiest airports, including New York, Baltimore and Washington. Delta Air Lines canceled about 90 flights Monday because of worries about delays. Just about every passenger was rebooked on another Delta flight within a couple of hours. Air travel was smoother Tuesday.

Things could have been worse. A lot of people who had planned to fly this week changed their plans when they heard that air travel might be difficult, according to longtime aviation consultant Daniel Kasper of Compass Lexicon.

"Essentially what happened from an airline's perspective is that people who were going to travel didn't travel," he said. But canceled flights likely led to lost revenue for airlines. Even if they didn't have to incur some of costs of fueling up planes and getting them off the ground, crews that were already scheduled to work still had to paid.

"One week isn't going to kill them, but had it gone on much longer, it would have been a significant hit on their revenues and profits," Kasper said.

The challenges this week probably cost airlines less than disruptions from a typical winter storm, said John F. Thomas, an aviation consultant with L.E.K. Consulting.

"I think the fact that it got resolved this week has minimized the cost as it was more the inconvenience factor," Thomas said.

The budget cuts at the FAA were required under a law enacted two years ago as the government was approaching its debt limit. Democrats were in favor of raising the debt limit without strings attached so as not to provoke an economic crisis, but Republicans insisted on substantial cuts in exchange. The compromise was to require that every government "program, project and activity" ? with some exceptions, like Medicare ? be cut equally.

The FAA had reduced the work schedules of nearly all of its 47,000 employees by one day every two weeks, including 15,000 air traffic controllers, as well as thousands of air traffic supervisors, managers and technicians who keep airport towers and radar facility equipment working. That amounted to a 10 percent cut in hours and pay.

Republicans accused the Obama administration of forcing the furloughs to raise public pressure on Congress to roll back the budget cuts. Critics of the FAA insist the agency could have reduce its budget in other ways that would not have inconvenience travelers including diverting money from other accounts, such as those devoted to research, commercial space transportation and modernization of the air traffic control computers.

President Barack Obama chided lawmakers Saturday over their fix for widespread flight delays, deeming it an irresponsible way to govern, dubbing it a "Band-Aid" and a quick fix, rather than a lasting solution to the spending cuts known as the sequester.

"Republicans claimed victory when the sequester first took effect, and now they've decided it was a bad idea all along," Obama said, singling out the GOP even though the bill passed with overwhelming Democratic support in both chambers.

He scolded lawmakers for helping the Federal Aviation Administration while doing nothing to replace other cuts that he said harm federal employees, unemployed workers and preschoolers in Head Start.

Consider advertising your business online to increase its visibility. You will be glad you spend the money over time because it will pay for itself. It's a great way to attract clients who might not have found you otherwise.

Your customers are going to have a lot of questions, and you need to be ready to answer them. People visit your website in a quest for further information. If you do not provide prompt and accurate responses, they will move on. If you give them info that will answer their inquiries, they will be more likely to purchase your products.

NFL draft: Central Michigan's Eric Fisher is No. 1 pick

NEW YORK (AP) ? Short on glam, slim on glitter and no sign of Manti Te'o, the NFL draft was still a solid B-plus.

As in Big, as in Brawn, as in Bulk, as in Beefy.

We're talking a scale-busting 600 pounds at the outset Thursday night with offensive tackles Eric Fisher of Central Michigan and Luke Joeckel of Texas A&M.

The first seven picks were all linemen: four on offense, three on defense.

"That's a lot of love for the big boys up front, which we usually don't get," Fisher said.

None of the teams making the first 32 selections went for Te'o, not even Minnesota, which had three first-round picks. The All-America linebacker's poor performance in Notre Dame's loss to Alabama in the national championship game surely was a factor. Still to be determined is how much the fake girlfriend hoax cost him.

Unlike the last few years when bumper crops of quarterbacks reigned, this was pure muscle, and lots of it.

Actually, not a single QB was selected until Florida State's EJ Manuel went to Buffalo at No. 16 ? the lowest since 2000, when Chad Pennington went 18th to the Jets.

No running backs were chosen, either, for the first time since 1963.

As for Te'o, he ran a 40-yard dash in 4.82 seconds at the NFL combine, slow for a linebacker. He improved at Notre Dame's pro day, but not nearly enough to go in the opening round. In January he acknowledged he was a victim of a hoax ? it turned out the dead "girlfriend" he talked about last season wasn't dead and never existed.

Fisher became the first Mid-American Conference player selected at the top when Kansas City's new regime led by coach Andy Reid chose the 6-foot-7, 306-pound offensive tackle.

"This is so surreal," Fisher said. "I'm ready to get to work right now. I'm ready to start playing some football. I can't process what's going on right now."

Fisher was followed by All-American Joeckel going to Jacksonville, defensive end Dion Jordan of Oregon to Miami, which traded up with Oakland, and Oklahoma tackle Lane Johnson to Philadelphia. Not a skill position player yet in sight ? a stark change from the last four drafts, when quarterbacks went first.

The procession of linemen continued with BYU defensive end Ziggy Ansah, born in Ghana, going to Detroit; LSU defensive end Barkevious Mingo to Cleveland; and North Carolina guard Jonathan Cooper to Arizona.

That made for a ton of beef after the first seven picks. In all, 18 linemen went in the first round, weighing an estimated 5,650 total pounds.

And they wore it well, with their designer suits that barely were ruffled when they each engulfed Roger Goodell in the now traditional bear hugs between draftee and commissioner.

"It's called a three-piece, right?" asked Joeckel, who sported blue checks with the vested suit, along with a striped tie.

Fisher was only the third offensive tackle picked No. 1, joining Orlando Pace (1997) and Jake Long (2008) since the 1970 merger of the NFL and AFL. It's also the first time since '70 that offensive tackles went 1-2.

Even without a high-profile passer, runner or tackler going at the outset, the fans in the home of the Rockettes were pumped. They chanted "U-S-A, U-S-A" when Goodell paid tribute to the first responders at the Boston Marathon bombings and to the victims of the West, Texas explosion. They roared when Hall of Fame quarterback Joe Namath began the countdown to the first outdoor Super Bowl in a cold-weather site by taking the podium and screaming: "New York; Super Bowl 48."

The crowd didn't seem to care that early on the picks were all heifers, not hoofers. No Andrew Lucks or RG3s at the top of this crop.

"What you're getting is a very athletic player, a great kid, smart kid, engineering major," Reid said of Fisher, who really began to draw attention with a strong Senior Bowl, showing he could handle the highest level of competition. "He can play any position along the line, and loves to play the game."

Joeckel didn't seem any less thrilled to go No. 2.

"I don't have words for all the emotions I feel," he said. "It's the best feeling of my entire life."

Miami, envisioning Jordan as the next Jason Taylor, sent its first-rounder (12th overall) and this year's second-rounder to Oakland. Then new Eagles coach Chip Kelly got a road-grader for his uptempo offense in Johnson.

"Tackle is not a very sexy position," Johnson said. "But it's a position of dire need."

The next big trade saw the Rams move up eight spots ? and send four picks to Buffalo to do so. St. Louis ended the pursuit of heft by grabbing West Virginia wide receiver Tavon Austin, who at 5-8, 174 pounds, could probably fit in the hip pocket of any of the guys picked ahead of him.

The New York Jets may have found a replacement for star cornerback Darrelle Revis ? traded to Tampa Bay ? when they picked Alabama All-American Dee Milliner. That was the first of three straight selections from two-time national champion Alabama: Tennessee took guard Chance Warmack and San Diego got offensive tackle D.J. Fluker.

Oakland used the pick it got from the Dolphins for Houston cornerback D.J. Hayden, who nearly died last November after a collision in practice tore a blood vessel off the back of his heart. He was taken to a hospital and underwent surgery.

Unlike with their choice of Milliner, which was met raucous cheers, the Jets next selection, defensive tackle Sheldon Richardson of Missouri, drew scattered boos and even a few "Who?" comments.

"I'm here to bring a championship back to New York," Richardson said.

Utah defensive tackle Star Lotulelei, who also had a heart scare at the NFL combine but then checked out fine, went 14th to Carolina, followed by Texas safety Kenny Vaccaro to New Orleans.

Then came Manuel, although many analysts pegged West Virginia's Geno Smith as the top quarterback.

Former Patriots guard Joe Andruzzi, who carried an injured female runner to safety after the Boston Marathon explosions, displayed a jersey with the city's 617 area code and "Boston Strong" written on the front. He was supposed to announce New England's pick, but the Patriots dealt it to Minnesota, which took Tennessee wide receiver Cordarrelle Patterson.

Andruzzi, a native New Yorker, said, "There's a new saying in Boston: Boston Strong" before unveiling the jersey as "Sweet Caroline" was played on the loudspeakers.

Pittsburgh, which always seems to find standout linebackers, took the highest-rated one in Georgia's Jarvis Jones. His fellow All-American, Notre Dame's Manti Te'o, was still on the board.

But another member of the Fighting Irish, tight end Tyler Eifert, was chosen 21st overall by Cincinnati.

The star of the TV series "How I Met Your Mother" and "Freaks and Geeks" has a deal with Random House Children's Books for a middle-grade series set in a haunted town. The series is called "Nightmares!" and will debut in the fall of 2014.

Random House announced Wednesday that best-selling children's author Kirsten Miller will collaborate with Segel. The publisher is calling the series a story of kids "overcoming their fears."

The 33-year-old Segel is also known for the films "Knocked Up" and "Forgetting Sarah Marshall."

Flight delays bring budget cuts back into spotlight

WASHINGTON (Reuters) - The White House on Wednesday backed a proposal to temporarily eliminate spending cuts disrupting U.S. air travel, while politicians in Washington scrambled to avoid blame as the effects of the cuts started to be felt around the country.

With Republicans and conservative commentators blaming President Barack Obama for using the across-the-board spending cuts known as sequestration to score political points, the White House said it supported Senate Majority Leader Harry Reid's proposal to replace the reductions by claiming savings from the drawdown of war spending.

"We support this effort to allow both sides to find a longer-term solution that replaces the sequester permanently in a balanced way so we can stop these harmful cuts that are hurting our economy and middle-class families across the country," White House spokesman Jay Carney said at a briefing.

The administration would support the measure as a temporary measure even though it does not raise revenues, Carney said.

Congressional Republicans have rejected the proposal, saying counting war savings is an accounting gimmick, but complaints about the air traffic delays have thrust sequestration back into the spotlight.

Carney defended Reid's plan, saying the drawdown comes as a result of the administration policies ending the war in Iraq and withdrawing from Afghanistan and therefore should be considered savings.

Some Republican budget proposals have also drawn on war savings to pay for budget plans, he added.

At a hearing before Congress on Wednesday, lawmakers pressed the head of the Federal Aviation Administration over why his agency has needed to temporarily lay off 47,000 employees for up to 11 days through the end of the fiscal year on Sept 30.

"These cuts simply punish everyone rather than specifically target the great number of outdated, wasteful and duplicative functions being funded with our taxpayer dollars," Iowa Republican Tom Latham said. "In short, arbitrary, non-targeted, across-the-board cuts are no way to run a government."

Members of Congress are offering a measure that would allow the FAA to transfer funds between accounts to minimize disruptions to air travel.

The sequestration cuts are the legacy of Republican efforts to pressure the Obama administration spending cuts in exchange for raising the nation's debt limit. The White House and lawmakers agreed to hold up the threat of the reductions, which affect defense and non-defense spending equally, as incentive to reach a broader deficit-reduction deal that would replace the cuts with other savings.

When that deal never materialized, the cuts went into effect March 1. Although the administration broadly advertised the negative impact they would have, those effects were not evident right away, leading some to criticize the president for scare tactics.

Flight delays this week have revived the issue. White House spokesman Carney on Wednesday blamed Republicans for underestimating the negative impact of the spending reductions.

"Republicans in Congress made a political tactical decision to embrace the sequester," he said. Cuts proposed by House Budget Committee Chairman Paul Ryan would bite even more deeply than those under the sequester, he added.

"We share the frustration and we warned about these very problems, and we think Congress ... ought to take action to do away with the sequester so that we don't suffer these consequences," he said.

However, some Republican conservatives expressed continued support for the sequestration cuts on Wednesday, saying that they were long overdue.

"I don't understand this fascination with the Democrats right now with the sequester, and frankly some Republicans as well," Republican Representative Raul Labrador said.

The sequester marks "the first time we've saved money in Washington, D.C." and that the conversation should move onto how to balance the budget in the next 10 years, he said.

The unemployment rate jumped from 26.02 percent in the previous quarter. The number of unemployed climbed by 237,400 people to 6.2 million, the National Statistics Institute said.

Spain, once the motor of job creation in the 17-nation eurozone, is in a double dip recession, having yet to recover from the collapse in 2008 of a labour-intensive property boom in 2008 which had allowed economic growth to outpace the European union?s for more than a decade.

The Spanish economy, the eurozone?s fourth biggest, contracted by 1.37 percent last year, the second worst yearly slump since 1970, and the government forecasts it will shrink again by between 1.0 percent and 1.5 percent this year.

Spain?s jobless rate fell to an almost 30-year low of 7.95 percent in the second quarter of 2007 at the peak of an economic boom that allowed the country to create more than half the new jobs in the euro zone between 2002 and 2005.

But the jobless rate has risen steadily every quarter since as the country?s housing market collapsed, throwing millions of people out of work.

In France, the second biggest eurozone economy, official data to be released later on Thursday are also expected to show a record number of jobless workers.

Spanish Prime Minister Mariano Rajoy?s conservative government, which took office in December 2011 after a landslide general election victory on the back of promises to create jobs, will Friday unveil a new package of reforms aimed at reviving economy activity.

The Redskins surrendered their 2013 first-round pick in the trade for Robert Griffin III, leaving them with seven selections later this week ? two picks Friday and five picks Saturday. With the QB position in good hands, addressing one of the NFL?s more porous defenses would be a logical next move for Washington. Here?s a rundown of the top draft needs for the depending NFC East champions:

Cornerback: Bringing in at least one rookie would be sensible with?DeAngelo Hall, Josh Wilson and E.J. Biggers all slated to be unrestricted free agents at season?s end. It will interesting to see how the Redskins proceed at this position without a first-round pick in this draft and the 2014 selection meeting. If they can find a second- or third-day cornerback with promise ? think Casey Hayward to Green Bay at No. 62 last April ? it would give them some flexibility.

Outside linebacker: If Brian Orakpo can stay healthy after missing most of 2012 with a pectoral injury, he?s likely to garner a big-time second contract. Edge-rushing talent for a ?30? front is a must, and Orakpo ? a free agent at season?s end ? shouldn?t lack for suitors if at full strength. Orakpo?is productive (8.5 sacks or more in three seasons since entering the league in 2009) and in his prime (27 at the start of the season). Even if Washington can keep Orakpo, there is always a spot for another pass rusher.

Right tackle: Tyler Polumbus seems the likely starter here after re-signing for two more seasons. However, adding a tackle prospect capable of backing up both spots now and pushing for the ORT job later would make sense.

Inside linebacker: London Fletcher will be 38 in May, and the other starter inside, Perry Riley, can test free agency after the season. The Redskins drafted ILB prospect Keenan Robinson in Round Four last April and could stand to keep adding to their options behind Fletcher and Riley.

The Redskins? first pick is in Round Two (No. 51 overall), and they have at least one choice in each of the next six rounds. This is good news for Washington, which needs to make good use of its selections. The Redskins can fill out a solid lineup for 2013 as is, but they have numerous free agency decisions coming, and their defense needs bolstering. Also, Washington could use a little more defensive line, wideout and running back depth, too.?Oh, for a team to be in love with a quarterback when the Redskins are on the clock in the second round. Here?s a team that could use another couple picks.

Baucus exit could be free-for-all for Mont. Senate

HELENA, Mont. (AP) ? U.S. Sen. Max Baucus' surprise announcement that he won't run for a seventh term could mean a free-for-all for a Senate seat that has not been open since 1978, with a popular Democratic ex-governor and a freshman Republican congressman already showing interest.

Republicans said the open Montana seat helps their chances to gain six seats in 2014 to win a Senate majority. But many Democrats relish a potential early return to politics for former Montana Gov. Brian Schweitzer, who left office in January because of term limits.

Baucus told The Associated Press he made the decision not to run Monday night, even after he raised $5 million for a re-election fight that now won't occur.

He and his wife talked daily about the decision over several months, he said. They're building a new home in Bozeman and Baucus said he is looking forward to spending more time outside of politics.

"You have to do what you think is right for yourself and your family," Baucus said. "Life goes on. There is a time and place for everything."

Supporters lauded Baucus for a political career that spanned five decades, for playing a key role in some of the nation's biggest political debates and being the standard-bearer for the Montana Democratic Party through some very lean times.

But others ? including some liberal detractors ? sensed opportunity, which will likely lead to a boisterous battle to fill the power vacuum.

It didn't take long for Schweitzer's name to surface as a favorite for Democrats, while many Republicans advanced U.S. Rep. Steve Daines as their favorite.

Other possible GOP candidates include Denny Rehberg, the former congressman coming off a bruising and unsuccessful bid to unseat U.S. Sen. Jon Tester, and former Montana Gov. Marc Racicot, who served from 1993 to 2001 and later chaired the Republican National Committee.

Schweitzer, who previously said he's "not senile enough to be in the Senate," on Tuesday sounded as though he were open to the idea of replacing Baucus.

"Some people see a pickup on the side of the road with a flat tire and say that's a problem. I'm the guy that stops and says, 'I'll fix it.' I like challenges. I like positive outcomes," Schweitzer told the AP.

If Schweitzer runs, he would likely be a shoo-in for the Democratic nomination and could even scare away Republican candidates, said Dave Parker, a political analyst at Montana State University.

"Schweitzer's in the catbird seat. It all begins and ends with him. He's the most popular politician in the state right now and if he runs he clears the field on both the Democratic side and the Republican side," said Parker.

Others said regardless of Schweitzer's decision, Republicans are bound to mount a determined campaign ? and spend heavily ? for the open seat.

"It's going to be another real race again. It's an open seat, so no matter what the race starts today," said Craig Wilson, a political analyst at the Montana State University, Billings.

University of Montana political analyst James Lopach predicted a Daines matchup against Schweitzer. He said Daines will find it hard to resist a Senate run ? no matter the opponent.

"He's got to run statewide anyway. Why not run for a six-year position instead of a two-year position? The Senate is more prestigious and more powerful," Lopach said.

Daines' spokeswoman Alee Lockman said the new congressman is giving a run "serious and thoughtful consideration." His office released a statement saying the congressman appreciates Baucus' lifetime of service and that "it is critically important that this seat be filled by someone prepared to change the direction and culture of our nation."

Former U.S. Rep. Rick Hill, who lost to Steve Bullock in November's gubernatorial election, said he will be trying to convince Daines to run.

"He is a new leader with new ideas," Hill said.

Rehberg, who is now a co-chairman of the Washington-based public-strategy firm Mercury/Clark & Weinstock, did not return a call for comment Tuesday.

Two lesser-known Republicans already have announced their intentions to run ? state Sen. Champ Edmunds of Missoula and former state Sen. and gubernatorial candidate Corey Stapleton.

On the Democratic side, EMILY's List President Stephanie Schriock and state Superintendent of Public Instruction Denise Juneau are possible contenders if Schweitzer decides not to run.

Baucus will be joined in retirement by fellow Democratic senators Jay Rockefeller of West Virginia, Frank Lautenberg of New Jersey, Tim Johnson of South Dakota, Tom Harkin of Iowa and Carl Levin of Michigan in announcing his retirement plans.

Republicans Saxby Chambliss of Georgia and Mike Johanns of Nebraska also have decided not to seek re-election next year.

Baucus in recent years has bemoaned the increased polarization in Washington but he said that was not a factor in his decision. Nor was his "no" vote on a gun-control compromise measure that would have expanded background checks, a vote that angered liberals, he said.

"It is just time to move on," Baucus said.

Baucus said he will focus his remaining time in office on tax reform, the farm bill, the North Fork Watershed Protection Act and his plan to expand land protections along the Rocky Mountain Front. Baucus said the health care overhaul that was a signature bill for him ? one that cost him politically back home ? remains important.

"I want to make sure health care is implemented, and implemented very well," he said.

That health care debate dinged his approval ratings, but Baucus believes the measure will eventually be popular. Baucus recalled a conversation he once had with former U.S. Sen. Mike Mansfield ? a legendary Montana political figure. Baucus said when he was new to politics he was trying to tell Mansfield that the voters would reward them for "doing the right thing."

"He looked at me and just said, 'Yep, but sometime it takes a long time,'" Baucus said. "The bottom line is, it is important for me that Montanans know how grateful I am, and how humbled I am to have served Montana."

Life of Pi star says blessing to work with Ang Lee

NEW DELHI (AP) ? "Life of Pi" actor Suraj Sharma credits director Ang Lee with setting him on a path to continue with a career in movies.

Sharma told The Times of India in an interview published Tuesday that getting to work with the Oscar-winning director on "Life of Pi" was a blessing.

"The amount I learned and did was awesome. Ang gave me a path. Before that, I didn't even know what I would do in life," he was quoted as saying. After making the movie, "I know I want to tell stories," he said.

"I don't know whether I just want to act or be behind the camera, holding the camera or just being the boom director. But I want to be on the sets. It has to be something to do with cinema," he said.

Sharma, 20, said his next Hollywood film will be "Million Dollar Arm." The film revolves around a real-life reality show that searched for potential Major League Baseball pitchers among Indian cricketers.
