Quinonez, MD of The University of Michigan were honored as the 2013-2014 recipients of the Genzyme/ACMG Foundation Medical Genetics Training Award in Clinical Biochemical Genetics at the ACMG 2013 Annual Clinical Genetics Meeting in Phoenix, AZ.

The objective of the two Genzyme/ACMG Foundation Awards is to support a national training program to encourage the recruitment and training of clinicians in the field of clinical biochemical genetics and especially in the diagnosis, management and treatment of individuals with metabolic diseases. Two awardees will be given the opportunity to participate in an in-depth clinical experience at a premier medical center with expertise and significant clinical volume in the area of biochemical genetics.

The Award grants $75,000 per year to each of two recipients selected by the ACMG Foundation through a competitive process and will provide for the sponsorship of one year of the trainees' clinical genetics subspecialty in biochemical genetics following residency.

Dr. Burrage is currently in the second year of residency in Medical Genetics at Baylor College of Medicine. She said, "The Medical Biochemical Genetics Fellowship at Baylor will provide an environment where I can obtain both clinical and research training in inborn errors of metabolism. This training will prepare me for an academic career in biochemical genetics, where I can continue to pursue my research interests focusing on metabolic disorders." Dr. Burrage completed her M.D. and Ph.D. at Case Western Reserve University School of Medicine in Cleveland, OH and a Pediatrics Residency at Rainbow Babies and Children's Hospital, Cleveland, OH. Her research during the Award period will involve a randomized clinical trial to evaluate the utility of sodium phenylbutyrate as a therapeutic agent in Maple Syrup Urine Disease.

The second award recipient, Dr. Quinonez, received his M.D from the University of Michigan, completed his residency in Pediatrics at the University of Michigan, and began his residency in Medical Genetics in 2011. His research focuses on Cystinosis and the potential correction of cystine storage via microvesicles. He will continue his training as part of the Clinical Biochemical Genetics Program.

ND gears up for legal dispute on new abortion laws

BISMARCK, N.D. (AP) ? North Dakota Gov. Jack Dalrymple said his decision to sign strict new abortion laws, including the nation's toughest restriction on the procedure, was not based on "any religious belief or personal experience" and that he believes legislators have a right to ask such questions about abortion restrictions.

The Republican governor signed three anti-abortion measures on Tuesday ? including one banning abortions as early as six weeks into a pregnancy, or when a heartbeat can be detected. By doing so, Dalrymple positioned his oil-rich state as a primary battleground in the decades-old fight over abortion rights.

Within minutes of signing the laws, unsolicited donations began pouring into the state's lone abortion clinic to help opponents prove the new laws are unconstitutional. The governor urged lawmakers to set aside cash for an inevitable legal challenge.

"Although the likelihood of this measure surviving a court challenge remains in question, this bill is nevertheless a legitimate attempt by a state legislature to discover the boundaries of Roe v. Wade," Dalrymple said in a statement, referring to the 1973 U.S. Supreme Court ruling that legalized abortion up to until a fetus is considered viable ? usually at 22 to 24 weeks.

In an interview later Tuesday, Dalrymple told The Associated Press that the courts opened the door for a challenge by picking a specific moment in the timeline of gestation. He also said he studied the fetal heartbeat bill and "educated myself on the history and legal aspects as best I could. My conclusion is not coming from any religious belief or personal experience."

Dalrymple seemed determined to open a legal debate on the legislation, acknowledging the constitutionality of the measure was an open question. He asked the Legislature to set aside money for a "litigation fund" that would allow the state's attorney general to defend the measure against lawsuits.

He said he didn't know how much the likely court fight would cost. But, he said money wasn't the issue.

"The Legislature has decided to ask these questions on additional restrictions on abortions, and I think they have the legitimate right to ask those questions," he said.

He also signed into law measures that would makes North Dakota the first state to ban abortions based on genetic defects such as Down syndrome and require a doctor who performs abortions to be a physician with hospital-admitting privileges.

Lawmakers endorsed a fourth anti-abortion bill last week that would ban abortions after 20 weeks of pregnancy based on the disputed premise that fetuses feel pain at that point. The governor stopped short of saying he would sign it, but said: "I've already signed three bills. Draw your own conclusion."

The signed measures, which take effect Aug. 1, are fueled in part by an attempt to close the Red River Women's Clinic in Fargo ? the state's only abortion clinic.

Tammi Kromenaker, the clinic's director, called the legislation "extreme and unconstitutional" and said Dalrymple "awoke a sleeping giant" by approving it. The clinic, which performs about 3,000 abortions annually, was accepting cash donations and continued to take appointments Tuesday, she said.

"First and foremost, abortion is both legal and available in North Dakota," she said. "But anytime abortion laws are in the news, women are worried about access."

The Center for Reproductive Rights announced Tuesday that it has committed to challenging the fetal heartbeat bill on behalf of the clinic. The New York-based group already represented the clinic for free in a lawsuit over a 2011 law banning the widely accepted use of a medication that induces abortion. A judge has temporarily blocked enforcement of the law, and a trial is slated for April in Fargo.

Attorney General Wayne Stenehjem told the AP that lawyers from his office would defend any lawsuits that arise but an increase to the agency's budget would likely be necessary. He did not have a dollar amount.

The state has spent about $23,000 in legal costs to date defending the 2011 legislation, according to agency records obtained by the AP.

Julie Rikelman, litigation director for the Center for Reproductive Rights, said the group has provided three attorneys to argue that case. But in the recent round of legislation, the fetal heartbeat measure is the priority because it would effectively ban abortion in the state, she said.

"The impact is very, very clear," she said. "It would have an immediate and very large impact on the women in North Dakota."

Rikelman said the center also would support the clinic in other litigation, if need be and at no cost.

Kromenaker said other states have spent millions of dollars defending legislation, if the case reaches the nation's highest court. Rikelman said it's impossible to put a dollar amount on the impending legal fight in North Dakota.

"Litigation is so unpredictable," she said. "It could be very quick with a ruling in our favor."

North Dakota's law, since it would ban most abortions as early as six weeks into a pregnancy, goes further than a bill approved earlier this month in Arkansas that establishes a 12-week ban ? prohibiting them when a fetal heartbeat can be detected using an abdominal ultrasound. That ban is scheduled to take effect 90 days after the Arkansas Legislature adjourns.

A fetal heartbeat can generally be detected earlier in a pregnancy using a vaginal ultrasound, but Arkansas lawmakers balked at requiring women seeking abortions to have the more invasive imaging technique.

North Dakota's legislation doesn't specify how a fetal heartbeat would be detected.

Doctors performing an abortion after a heartbeat is detected could face a felony charge punishable by up to five years in prison and a $5,000 fine. Women having an abortion would not face charges.

The legislation to ban abortions based on genetic defects also would ban abortion based on gender selection. The Guttmacher Institute, which tracks abortion laws throughout the country, says Pennsylvania, Arizona and Oklahoma also have laws outlawing abortion based on gender selection.

The Republican-led North Dakota Legislature has endorsed a spate of anti-abortion Legislation this year. North Dakota lawmakers moved last week to outlaw abortion in the state by passing a resolution defining life as starting at conception, essentially banning abortion in the state. The measure is likely to come before voters in November 2014.

Dalrymple attended a groundbreaking ceremony Tuesday for a new diesel refinery in western North Dakota and made no public appearance to explain his signing of the abortion legislation.

The differences come with the data options: the basic $50 a month plan will get you 500MB of high-speed data with throttled rates after that limit, while 2GB of unthrottled data will set you back an extra $10 per month and fully unlimited 4G data comes at a cost of $20 extra (or $70 total). (AP) ? Veteran Secret Service agent Julia Pierson has been sworn in as the agency's first female director.

During an Oval Office ceremony, President Barack Obama said Pierson is breaking the mold in the male-dominated agency. He also joked that she would have more control over his life and Vice President Joe Biden's than anyone except their spouses.

The Secret Service is charged with protecting the president, vice president and their families, as well as investigating financial crimes.

Pierson's appointment does not require Senate confirmation. She takes over an agency that has been marred by scandal, including a prostitution scandal last year in Colombia.

Biden administered the oath of office.

When he rang the doorbell, Zia hadn't planned to step inside. He was there to pick up his fiancee who was babysitting, but she couldn't leave, (the parents were running late) so Zia agreed to hang out for a bit. His fiancee said, "Let me introduce you to the kids" ? the 2-year-old girl, the 7-year-old boy and, most important, squatting, with no shoes on, surrounded by ants on the back patio, the oldest ? the 9-year-old ? the one he would make world-famous on You Tube.

Nine is what fourth graders are. You don't expect them to be wise; they're still boys. When the two started talking there was no hint of what was about to happen, except for the slightly odd introduction. His girlfriend said he "is interested in cosmology." "Really?" Zia thought, "cosmology?" So he leaned in and asked ? just to be a badass ? "What do you think about dark matter? Any ideas?"

Wait! I Need To Film This

The boy looked up, started to answer and almost immediately Zia thought, "wait!" Zia Hassan is a Washington, D.C.,-based musician, blogger, teacher-in-training and video cameraman and he's learned to act on instinct, and his instincts were telling him "I need to film this." He said to the boy, "Uh, can I film this? Is that alright with you?"

The boy didn't mind. And here, a million and a half views later, is what the boy told him about the universe. I don't know the right words to describe what I feel watching this. Quiet surprise? Joy? Mystery? You should just look for yourself ...

We all know smart kids, who are curious, who collect information. "I knew more things in the first 10 years of my life that I believe I have known at any time since," says the writer Bill Bryson. But what Bill knew growing up in Iowa was local: "I knew what was written on the undersides of tables and what the view was like from the tops of bookcases and wardrobes. I knew what was to be found at the back of every closet, which beds had the most dust balls beneath them ... " Boys gather information by climbing, crawling, inspecting, gossiping.

But this 9-year-old ? what he knows is different. It's not local, it can't be found looking under a couch, It's mind stuff, found mostly in books or college classrooms, or by letting your mind run free.

I Could Be Wrong ... I Could Be Wrong ...

Where, I wondered, did he learn about multiverses, free will, the odds of intelligent life in the universe? How does he manage to be so aware of what he doesn't know? "Of course, I could be wrong ... " he says over and over, offering his opinions in the most unassuming, gentle way. And his brother, talking about how baseball satisfies our need for drama ("We do not have that kind of suspense in our lives."), he's doing it too ? thinking, connecting, reflecting ? and he's 7!

What's going on in this house? Are these kids outrageously smart? Zia says they're "certainly bright," but not scarily so. Is it something the parents are doing?

"I've gotten lots of questions about how they've raised [their kids]," Zia wrote me. "I don't think they have a particular method or anything like that. They're both excellent human beings and they treat their kids as if they're intelligent young people, and not children who couldn't possibly understand how the world (or universe) works."

This, he thinks, may be the key. These kids are encouraged to think out loud, to say what they think, even if they might be wrong. Each is appreciated. The parents, he says "are also in awe of their children." And that frees them.

"I think there are a lot of kids who think about interesting things," Zia says. "It's my guess no one really asks them about it."

Maybe that's what this family does: they turn to their kids, and they ask.

Would Amanda Knox have to go back to Italy if she's tried twice?

NEW YORK (Reuters) - The possibility that American Amanda Knox could be convicted of murder and extradited to Italy for punishment could force U.S. courts to enter legal territory that is largely uncharted, legal experts said.

Italy's top court on Tuesday ordered the retrial of Knox, 25, for the 2007 murder of British student Meredith Kercher.

The move potentially pits a U.S. constitutional ban on double jeopardy, or being tried twice for the same offense after an acquittal, against international extradition agreements, experts said.

The issue hinges on whether a lower court decision overturning her conviction amounted to an acquittal, they said.

If Knox is retried after she was acquitted, that would violate her constitutional rights, said Christopher Blakesley, a law professor at the University of Nevada Las Vegas who specializes in international criminal law. On the other hand, the United States entered into an extradition treaty and, in doing so, accepted Italy's criminal justice system, he added.

"If Knox is found guilty, there's still a whole lot of room for battle before she would ever be extradited," Blakesley said.

Knox and her former boyfriend, Raffaele Sollecito, were accused of killing 21-year-old Meredith Kercher during a drug-fuelled sexual encounter in Perugia, Italy. The two were found guilty in 2009 and sentenced to 26 and 25 years in prison respectively.

In 2011, an appeals court, comprised of a panel of judges and lay jurors, overturned the convictions of Knox and Sollecito after forensic experts challenged evidence from the original trial. Knox and Sollecito were released after four years in prison, and Knox returned to her family home near Seattle.

Prosecutors and Kercher family lawyers appealed to Italy's high court, the Court of Cassation, calling the prior ruling "contradictory and illogical."

On Tuesday, the Court of Cassation agreed to overturn the appeals court's acquittals. The high court has not yet provided a full reasoning for its decision, and a date has not yet been set for the new trial, which will be held before a different court of appeals in Florence.

Knox's Italian lawyer, Carlo Dalla Vedova, said via email that the new trial would likely occur in late 2013 or early 2014. Knox does not intend to return to Italy for the proceeding, he said, and the court of appeals can retry the case in absentia.

The Italian government could ask for extradition once the Italian courts have reached a final decision, Dalla Vedova said. If it does, the U.S. Department of State would then have to decide whether to act on the request. If the State Department chooses to comply, it would then deploy the U.S. Attorney's Office to a U.S. court to seek Knox's extradition.

What is unpredictable is how such a case would play out in front of a U.S. judge who would have to weigh the U.S. constitutional protection against double jeopardy with the 1984 bilateral extradition treaty between the United States and Italy. The treaty contains a provision that attempts to protect against double jeopardy, but it is not clear whether that provision would bar extradition in Knox's case.

The legal question would be whether Knox was acquitted, as U.S. courts would define the term, or whether the case was merely reversed and still open for further appeal, said criminal lawyer and Harvard Law Professor Alan Dershowitz.

"It's very complicated, and there's no clear answer. It's in the range of unpredictable," Dershowitz said.

Much of the complication stems from the differences between the Italian and U.S. legal systems. In the United States, if a defendant is acquitted, the case cannot be retried.

In Italy, prosecutors and lawyers for interested parties, such as Kercher's family, can file an appeal. Unlike American courts of appeal, which only consider legal errors in the courts below, Italian courts of appeal, which are comprised of both judges and jurors, can reconsider the facts of a case.

Depending on the Italian high court's reason for overturning Knox's acquittal, it is possible that the court of appeals could consider new evidence that's introduced, said Dalla Vedova. As a result, a defendant can effectively be retried in the course of one case in Italy.

Dalla Vedova said the high court's decision does not raise a double jeopardy problem because the retrial would not be a new case but rather a continuation of the same case on appeal.

Other defendants who have been acquitted in other countries and then convicted on appeal have attempted to raise the double jeopardy principle to avoid extradition, without much success, said Mary Fan, a law professor at the University of Washington who specializes in cross-border criminal law.

The text of the treaty prevents extradition if the person has already been convicted or acquitted of the same offense by the "requested" country, which would be the United States in Knox's case because Italy would be requesting extradition from the United States. Because Knox was never prosecuted or acquitted for homicide in the United States, the treaty's double-jeopardy provision would not prevent Knox's extradition, said Fan.

While the issue is rare in the United States, several courts have rejected the double jeopardy argument in similar cases. In 2010, a federal court in California found that a man who was acquitted of murder in Mexico and later convicted after prosecutors appealed the acquittal, could not claim double jeopardy to avoid extradition to Mexico. That court cited a 1974 decision from the 2nd U.S. Circuit Court of Appeals in New York, that reached the same conclusion with respect to Canadian law, which also allows the government to appeal an acquittal.

When asked about the potential extradition of Knox at a press briefing on Tuesday, a spokesman for the U.S. State Department said the question was hypothetical and declined to comment.
