Exclusive: BCBG exploring sale, may fetch $1 billion - sources

NEW YORK (Reuters) - Fashion house BCBG Max Azria Group Inc, whose clothing has been worn by celebrities such as Beyonce and Angelina Jolie, is exploring a potential sale that could fetch around $1 billion, two people familiar with the matter said on Wednesday.

The company, which owns the BCBGeneration, Max Azria and Herve Leger lines, is being advised by Blackstone Group on the sale process, said the people, who declined to be named because the talks are private.

A spokeswoman for the Los Angeles-based company, founded and run by fashion designer Max Azria, confirmed it had retained Blackstone to advise on strategy. She did not elaborate.

Blackstone declined to comment.

BCBG could attract interest from other fashion companies or private equity firms, the people said.

Azria is a French designer of Tunisian descent. He launched the brand in 1989, assigning it the acronym BCBG for the French phrase "bon chic, bon genre," which means "good style, good attitude".

This is not BCBG's first time on the block. UBS tried to sell it in 2010, media reports at the time said.

The company, which offers fashionable clothes at accessible prices, has been under financial pressure since the economic crisis. Max Rave, a teen chain it acquired in 2008, was shut down several years later and the company has struggled with a debt load since then.

As of last year, Standard & Poor's said the company was in danger of breaching its financial covenants for a $230 million loan held by affiliates of Guggenheim Partners.

In December, S&P predicted that BCBG will continue to face stiff competition from numerous other clothing brands, at department stores such as Saks Inc and Nordstrom , as well as at specialty apparel stores. It also said it viewed company management as weak, given its high reliance on Azria.

Lubov Azria, Max's wife, is the company's Creative Director.

Avondale, Pa. Stroud Water Research Center has launched the Watershed Restoration Group to utilize the Center's groundbreaking freshwater science to develop, research, implement, and monitor restoration projects throughout Pennsylvania and beyond.

Matthew Ehrhart, former Pennsylvania executive director of the Chesapeake Bay Foundation (CBF), joined the Center in January to head the Group. David Wise, also formerly of CBF, accompanied him to serve as the watershed restoration manager.

Ehrhart and Wise have spent much of their careers advancing stewardship of streams in the region, particularly by helping farms implement conservation measures.

Ehrhart holds a Master of Engineering degree from Penn State's Engineering Science Program. After working as an environmental scientist for LandStudies, Inc., he worked as a watershed restoration consultant before joining CBF, where as executive director he was responsible for overseeing a multimillion-dollar agricultural restoration initiative in Pennsylvania.

Wise received his Master of Science degree in Land Resources from the University of Wisconsin-Madison Institute for Environmental Studies. After serving as an environmental science instructor at Lancaster Mennonite High School, he joined CBF first as a biologist and then as the Pennsylvania watershed restoration program manager.

Together, they will bring the Center's mission full circle by sharing knowledge of best management practices (BMPs) and helping landowners, stakeholders, and the general public to implement them.

Center Director Bernard Sweeney said, "Our research, which spans over four decades, has taught us a lot about restoring streams and rivers. We share what we learn with the public through our education programs. Now we're doubling that effort, using our research to create infrastructure to shape a brighter future for our water."

The Watershed Restoration Group has already secured three grants.

One is provided through the National Fish and Wildlife Foundation (NFWF), with funding from the U.S. Environmental Protection Agency (EPA), the USDA Natural Resources Conservation Service, and Altria Group. It will allow the Group to develop a project to help farmers implement BMPs to address common water quality issues by providing technical assistance and advancing nutrient trading. Partners include more than a dozen public agencies and private groups, and an estimated 27 farms in Lancaster and surrounding counties will participate. A companion grant, provided by the Pa. Department of Environmental Protection's Growing Greener Program, will expand these efforts to additional farms to address water quality impairments.

Another project supported by a grant from NFWF, with funding from the EPA and U.S. Forest Service, will demonstrate low-cost alternatives to existing buffer reforestation methods, which can be expensive and have shown mixed results. Methods to be demonstrated include natural regeneration, direct seeding, and live staking.

Dying grandmother's wish to take flight fulfilled

This story is a tearjerker, so grab your tissues now. A 92-year-old woman from Iola, Kansas, had a wish fulfilled by her family just six weeks before she died. Dorothy Ellis had seen a man flying over her house in a motorized parachute and decided that she wanted to do the same thing. So her family made her wish come true.

Dorothy's granddaughter Holly and the hospice nurse who cared for Dorothy made arrangements for a pilot to fly over the family's ranch house in southeastern Kansas. So on Sept. 18, 2012, on a crystal-clear day with blue skies above and green grass below, Dorothy was taken for the ride she had wished for in a rainbow-colored parachute, and her son Tom captured it all on video.

In all four minutes of "Grandma Dorothy Flies Over the Rainbow," viewers get to witness Dorothy living out her dream. Holly said, "It shocked the hell out of us," when they found out that this was what Grandma had in mind to do before she died. Holly added that her grandmother had said, "I figured I'm going one way or another by now," so they wanted to make something special happen for her. At the end of the video, the message "Thank you for letting our Dorothy fly" appears on the screen.

What makes the video all the more touching is that it's set to a version of the song "Over the Rainbow" by Israel "IZ" Kamakawiwo'ole. Viewers have been genuinely touched by Grandma Dorothy getting her wish, with one person writing, "This made my day. Dorothy is truly over the rainbow now." Another wrote, "I hope she had an awesome life, because her smile lightened mine."

We're just glad that Dorothy, from Kansas, finally got her rainbow.

It's pretty tough to find decent-sounding earphones under $30; despite plenty of advances in audio technology, cheap drivers tend to sound, well, cheap. That said, Apple recently set a bar with its EarPods, which now come bundled with iPhones and higher-end iPods, and sound surprisingly punchy for a design that sits just outside the ear canal. But RHA seems to have the formula down pat. Its latest model, the MA150, packs some serious audio power for just $19.95 (list), so it's our Editors' Choice for low-cost earphones.

Design
The MA150 looks like any other inexpensive pair of earphones; each plastic enclosure is all black, with rounded, rubber eartips. RHA packs two additional eartip pairs in the box in different sizes, but I had no trouble with the default ones. The soft rubber eartips are very comfortable and create a nice seal that blocks a considerable amount of external noise.

The black cable is thin and a little prone to tangling, but it's no worse than any other inexpensive earphone pair. That said,?I heard some cable thump through the earpieces while walking; it wasn't terrible, but if you're sensitive to that effect and plan on running with the MA150, you may want to try a different pair.

Note that the MA150 lacks an inline mic and phone controls. If you need something that lets you make and receive calls, have a look at the $50 RHA MA450i. The MA150 also doesn't come with a carrying case, although the recycled paper packaging is a nice touch.

Performance
For this review, I tested the MA150 with an iPhone 5 and a series of tracks in a variety of formats and bit rates.?More often than not, I liked what I heard. Rage Against the Machine's "Fistful of Steel" sounded positively huge, with a massive kick drum, and clear if slightly muted vocals and hi-hat cymbals. The Apple EarPods delivered a more open sound in a back-to-back comparison, but with considerably less bass and overall excitement in the high range.

"No Lie (Feat. Drake)," by 2 Chainz, rumbled and boomed just the way it should; the MA150 doesn't deliver the same level of bass as, say, a Beats by Dr. Dre pair, but you do get the same voluminous low-end extension and real, if a little soft, electronic kick punch. Flunk's trip-hop track, "Indian Rope Trick," sounded clear and reasonably spacey, thanks to the heavily effected and delayed vocal, but it wasn't the most open sound I've heard. Nonetheless, the tight bass and sufficient weight from the 10mm drivers was enough.RHA MA150

The taiko drums at the start of "Vespertillo," from the Batman Begins soundtrack, sounded ominous and rumbled beautifully, while tortured airy synthesizers loomed in the background. On the other hand, Depeche Mode's "Precious" sounded a little too closed in and flat; this is a tough track that becomes murky with the wrong headphones, and it's clear it was too much for the MA150.

Conclusions
Make no mistake: The MA150 is not a high-end earphone pair. But for just 20 bucks, it gives you a taste of what's possible with good audio, and shows you just how bad pack-in earbuds sound, assuming your phone or MP3 player even came with any. If you prefer a more open design that doesn't mask environmental sounds?say, for running outdoors?and that has no audible cable thump, the Apple EarPods will serve you well, and they also include an in-line remote and mic, although they cost $10 more.

The aforementioned RHA MA450i, in addition to also including a remote and mic, deliver?slightly more transparent and detailed sound, although the sonic signature is also considerably brighter, with less bass punch. Finally, if you have a bit more money to spend, we're fans of the AKG K 350, which when compared back to back with the MA150, deliver more detail, more air, and more space around the instruments, as well as a tighter (if less bombastic) low-end.

Highlight people discovery app adds Photos and Events to its 15 update

Highlight, a location-based people discovery app that made a splash at last year's SxSW Interactive in Austin, TX, just released a big 1.5 update that adds photo-sharing and event-creation to its set of features. Sharing snapshots has a whiff of the Color app to it: whenever you take a picture of something, that photo will automatically appear on your friends' Highlight stream as long as they're in the vicinity. You can add captions, tag it with a name of the place, your friends' names, and share them to Facebook or Twitter. The pics will automatically be geotagged of course, but if you don't like sharing that info, you can remove the lat-long information afterward. However, it appears that untagging is not yet available, which is why the tagging is limited to just friends for now.

Creating events, on the other hand, is entirely different from what you might imagine. As opposed to planned invitations that you would create on eVite or Facebook, Highlight's Events are entirely spontaneous. You can only create an event "here and now" and the only people who are invited are those nearby (within a 250 mile radius or so). There isn't even a dedicated events tab; instead, you create or attend an event by tapping the map marker in the new post window. After you're done partying it up, the event will automatically end when people leave and stop posting due to the location and context-aware nature of the app.

At the announcement in San Francisco, CEO Paul Davison said that both photos and event features intend to create a "new way to hangout." "They're not for thousands of friends," he said, "They're for the people around you in the room." Yet, all the photos and event information will be available publicly, so he emphasized the entirely opt-in nature of Highlight: "You're in the service because you want it." As the next SxSW Interactive is only weeks away, the company is keen to see how users will take to the new features in a high-density environment like the popular Austin conference. Gingrich's jab at Rove shows conflicts within Republicans' makeover

WASHINGTON (Reuters) - If there is anything more tense than the relations between Republicans and Democrats in Washington, it might be what is happening between two prominent Republicans: strategist Karl Rove and former House of Representatives Speaker Newt Gingrich.

Three months after Republicans failed to oust Democratic President Barack Obama from the White House, Rove, Gingrich and other Republicans are locked in an increasingly bitter debate over how to revamp their party to appeal more to women and minorities.

The latest in a series of spats surfaced on Wednesday, as Gingrich gave a blistering critique of Rove's plan to create a fundraising group aimed at boosting moderate Republicans in congressional races - and blocking the rise of far-right conservative candidates.

"Handing millions (of dollars) to Washington-based consultants to destroy the candidates they dislike and nominate the candidates they do like is an invitation to cronyism, favoritism and corruption," Gingrich wrote in the conservative magazine Human Events. He also chided Rove - a former top aide to President George W. Bush - for his work in several losing races last fall.

Gingrich's shot at Rove reflected the tension that has been building among Republicans since the November 6 elections, when Obama won with big margins of support from women and minority groups, including the fast-growing Hispanic population. It was the fifth time in the last six presidential elections that the Democratic candidate got the most votes.

Since then, Republican strategists say, their party has been wrestling with two questions: Has our message gotten too conservative for an increasingly diverse and moderate national electorate? Or, is it just the way we've been selling it?

The effort to answer those questions helps explain much of the party's political maneuvering since the election.

It's why conservative leaders who believe there is nothing wrong with the party's low-tax, limited-government message are looking beyond Washington's gridlock to emphasize places where tax-cutting Republicans are showing more promise: at the state level, namely the 24 states where Republicans control the governor's office and the legislature.

And it's why, even amid the partisanship in Washington, there have been gestures toward the political center that would have been difficult to imagine just a few months ago.

Four Republicans in the Senate, including Marco Rubio of Florida, joined four Democrats in proposing an overhaul of the nation's immigration laws. Some conservative Republicans, including House Majority Leader Eric Cantor, have indicated they would back a path to citizenship for children of illegal immigrants, an issue that for years has been a non-starter among conservatives.

Republican leaders in Congress have sought to tamp down internal rebellions over fiscal issues and harsh rhetoric on immigration and abortion that led some voters in November to see Republicans as obstructionists in Congress, anti-immigrant and anti-women. House Speaker John Boehner removed four fiscally conservative lawmakers from powerful committees in December.

And this month, Rove's American Crossroads "Super PAC" announced that it was forming the Conservative Victory Project to recruit more moderates to run for high office.

Rove acknowledged that the idea behind the new group was to avoid having candidates such as Representative Todd Akin of Missouri and Richard Mourdock of Indiana, Senate hopefuls last year who were backed by the conservative Tea Party movement.

During their campaigns, Akin and Mourdock, both of whom oppose abortion rights, made comments about rape that helped to sink their chances for election. Akin resisted calls to withdraw from his race after saying that victims of "legitimate rape" rarely get pregnant.

The comments by Akin and Mourdock were among several by conservative Republicans that often were cited by Democrats who accused Republicans of waging a "war on women."

"It's amazing that people think Todd Akin was the best we could've come up with," Rove said on Fox News. "We need to get better conservative candidates and win."

TARGETING ROVE

It is not unusual for a party to try to "re-brand" itself and its message after losing a presidential race.

But many staunch conservatives and Tea Party-backed Republicans are dismayed by efforts to reach out to Democrats or compromise on any front.

During the past two weeks, Rove and his new group have been a popular target for such Republicans.

Iowa Governor Terry Branstad called Rove's move a "mistake." Former Representative Joe Walsh of Illinois, a Tea Party favorite who lost his bid for re-election in November, said he plans to launch a conservative fund-raising group to battle Rove's group and "fight for the soul of the Republican Party."

And Akin, defending his campaign from Rove's criticisms, accused the strategist of trying to "get rid of conservatives."

Meanwhile, a Tea Party group that had sent out a fund-raising e-mail with an altered photo showing Rove in a Nazi military uniform apologized to him on Tuesday, saying that a vendor had doctored the photo without the group's approval.

Rove said he does not want to fight with the Tea Party and other conservative groups, and that he is simply trying to put Republicans in position to win elections.

That sentiment was echoed by Republican strategist Ron Bonjean.

"With a void of power after the election, the struggle between pragmatists versus purists on electing Republican candidates seems inevitable," Bonjean said. "However, it's not about being conservative or moderate. The best conservative with the best chance of winning the election should have the backing from everyone."

WATCH THE GOVERNORS

In recent weeks, Republicans have made a point of touting their efforts on the state level as models for how the party can improve its appeal to voters on a national level.

Republicans now hold the governor's office in 30 of the 50 states. In 24 of those states, the legislature also is controlled by Republicans.

Party strategists say that anyone looking for clues about what they will emphasize in coming elections should examine states such as Michigan and Louisiana. If they are a guide, Republicans' long-term strategy does not include backing away from conservative platforms.

In Michigan, Governor Rick Snyder champions "right to work" laws that limit unions' rights, measures that Republicans say boost economic development.

Louisiana Governor Bobby Jindal is seeking to eliminate the state's personal and business income taxes, and replace them with more sales taxes.

Jindal says the plan would expand the state's tax base, create more revenue and boost the economy.

In Indiana, former congressman and new governor Mike Pence has made cutting the state's income tax by 10 percent a legislative priority. And in Kansas, Governor Sam Brownback is pushing to eliminate the state's income tax. Both support raising sales taxes.

Democrats and other critics say the emphasis on sales taxes would shift more of the tax burden to lower-income people while reducing taxes on the wealthy.

But Republicans counter that tax-cutting measures will have broad appeal - and ultimately help Republicans win more support among women and minorities - because they will stimulate the economy and create jobs.

"It's the governors who are coming up with good, creative ideas," said New Hampshire Republican strategist Dave Carney, who advised Texas Governor Rick Perry's presidential campaign.

Joe Allbaugh, who managed George W. Bush's presidential campaign in 2000, agreed.

"I don't see anybody in Washington who is going to catch fire" in the next presidential race, Allbaugh said. "It's very likely that the positions taken by a handful of Republican governors will determine the shape of the party's ... positions for 2016."

LG flaunts Panorama VR feature on Optimus G Pro video

Since creating regular panorama shots is so last year, LG's come up with a new option for its Optimus G Pro. We first heard about the feature during the launch of the 5.5-inch handset, and now the Korean company's just outed a YouTube video showing how it works. It looks very similar, but not identical to Google's latest Photo Sphere update, letting you pan in different directions while photos of the scene are captured and stitched automatically. The software compiles it into a large panorama file that lets you pan and zoom into the scene, exactly like the recent Android 4.2 option. We've reached out to LG to see if there's any relation between the two apps, but more choice is always better anyway, no?

'OK, Glass': Google shows you how it feels with new UI video

Ok, Glass translation, directions for Google's media darling revealed in video

If you've been wondering what all the Google this, Glass that fuss is all about, Mountain View's revealed what it'll be like to actually port a pair of its upcoming virtual specs with a new video, now that it's announced limited availability of the wearable computer. In it, we get to see how the search giant's integrated all its apps and functions in the upcoming device, how you're likely to use it, and what the results might be. Users say "ok, glass" to activate the device, then it's off to the races.

From there, we see a hot air balloonist and ballet dancer initiate video recording and send an email or text with a voice command, which are likely to be jobs one and two for most users. Then, a (hopefully not distracted) stunt plane flyer joins a Google hangout mid-flight and sends real-time video to other members of the group, showing the Google+ and social interaction aspects of Project Glass. Image search is shown off by an ice sculptor, who selects various perspectives of a tiger for some inspiration.

The lost and confused are shown navigating their way through New York streets, the Golden Gate bridge, an airport and a ski hill to highlight Google's latest Maps and Now goodies, while a tourist all-too-happy with his Thai meal learns the word for delicious in that language using Google Translate. Finally, there's oodles of first person video from a fencer, horse jumper, trapeze artist, ping pong player and fire juggler, to name a few. All that gives us a sneak preview of the many, many YouTube videos likely to come from the device when it arrives -- though we'd hate to drop, burn or stab it by accident, given the cost. You'll find the video right after the break.

FTC: Debt Collectors go Hunting for Debtors With Skimpy Info

About 1 million U.S. consumers a year dispute the debts that collectors hound them for, according to a new Federal Trade Commission report.

And no wonder: When collectors buy the right to collect old debt, they buy it cheaply -- at an average of 4 cents on the dollar owed -- and only the skimpiest details about who really owes it gets passed along. Fuller details cost extra, so debt collectors often go hunting for their debt-owing prey armed with thin files and bogus information.

This large number of debts that people say they do not owe "is a significant consumer protection concern," the FTC concluded in its report, "The Structure and Practices of the Debt Buying Industry," released Wednesday.?

The FTC study looked at 90 million accounts, 70% of them credit card debts, that were sold by nine large debt buyers. It found that the sold-off debts usually lacked key information that would help collectors verify the debt was genuine or that the amount was correct. Collectors with faulty information may target the wrong people or demand incorrect amounts, the agency said.

Documents such as account records, which would substantiate the debt, rarely went to the debt buyer. And sellers of debts rarely noted when debts had been disputed previously, the report found, so debts that had already been challenged were sold along with others.

Debts sold and resold

Critics of the debt-buying market said they were not surprised at the findings. The report echoed some long-standing complaints about the unregulated debt-buying market, where consumers' debts are initially sold by creditors, then potentially resold multiple times by debt collectors and intermediaries.

"They buy a few bits of information ... there is no documentation," said Joseph Mauro, a consumer attorney on Long Island. "To me, that sort of blind acceptance of minuscule amounts of information is very problematic."

One of Mauro's clients was deluged with calls from multiple collectors for the same debt, after a debt broker resold the same accounts to multiple buyers, Mauro said.

The report comes as the Consumer Financial Protection Bureau (CFPB) is conducting the first-ever on-site examinations of large debt collectors. The CFPB could issue rules about the industry's collection practices, including how much documentation collection agencies need to have before setting their collectors loose. Some state and local governments, including Minnesota and the City of Chicago, have moved ahead of the federal government with standards for debt documentation.

No standard for verification

"As of now there is no federal standard for documentation," said Mark Schiffman, director of public affairs for the debt collection industry association ACA International. "It would be our preference to see uniformity from state to state."

The FTC report noted some positive findings. The debt buyers resold only a very small number of disputed debts that could not be verified, the FTC found.? And most of the debts were within the state statute of limitations for collection, meaning that the debtors were still legally obligated to repay.?

However, in announcing the results, the FTC said the report indicated the need for more study about the conduct of smaller debt buyers, and the accuracy of the information that debt buyers used in their collection efforts, in order to inform policymakers.

The findings about thin documentation of debts may help explain the surge in complaints about debt collectors?that regulators have seen. Complaints to the FTC about debt collection surpassed 185,000 last year, based on figures through early November -- more than double the number five years earlier. One of the most frequent gripes is that collectors are coming after them for debts they don't owe or have already paid.

In the FTC study of debt buying, 3.2% of sold debts were disputed by consumers. That volume of disputes, if applied to the entire debt buying industry, "indicates that each year buyers sought to collect about 1 million debts that consumers asserted they did not owe," the report stated.

When consumers demanded verification of a debt, the buyer was able to provide verification for only about half of the accounts involved in those cases, the report said. The FTC said it did not examine whether the verification provided by the debt buyer was adequate.

The information that buyers did receive with the debt usually included the amount, original creditor, the original account number and date of last payment, the charge-off date and the debtor's Social Security number.

Documentation? That costs extra

When a debt is challenged, debt buyers have difficulties obtaining account documents, the report said. Sellers told debt buyers that they might not be able to obtain account documents, and that there could be charges of typically $5 to $10 per document. Debt sellers also typically took 30 days to 60 days to supply the documentation, the report found.

Why would buyers of debts put up with a shoddy product? ?The average price for debt was 4 cents per $1 of face value, the FTC found, indicating that buyers may not expect high levels of service. Their small investment in the debts means they can absorb losses when some accounts turn out to be flawed, critics say. However, consumers who are targeted by faulty collection efforts also bear the costs of faulty debt sales. ?

"The consumer can scream that they don't owe $5,000 anymore, they only owe $3,000 because they made a payment before the debt was sent to the collector," Mauro said. "If the (debt) buyer doesn't have the last statement from the credit card, they have no way of knowing if the consumer is telling the truth."

Marseille forward Andre Ayew says he has always admired David Beckham, but it will be fashion tips and not footballing advice the Ghanaian will be seeking come Sunday's encounter with Paris Saint-Germain.

Ayew, 23, will likely come up against Beckham, 37, when PSG's January signing makes his debut for his new club at the Parc des Princes in France's clasico. Many of his team-mates will no doubt have their eyes on swapping shirts with Beckham at the final whistle, but Ayew is more interested in what the former Manchester United and Real Madrid star will be wearing before and after the game than during it.

"He's a great player," Ayew, the son of OM legend Abedi Pele, said. "When I was little, I watched him on TV, I saw him do some great things and win trophies, but he's not my idol. It was never my dream to play against him. It's good to have that opportunity, but it's not something I had in the back of my mind.

"I like fashion, and it's more in that field that I admire him than for his football, even if he has scored some beautiful goals and provided some wonderful assists."

While Beckham's place in the PSG starting XI remains in doubt, Ayew is a certainty to start for the visitors, who have yet to beat Carlo Ancelotti's men in two previous encounters this season, drawing at the Stade Velodrome in the first league meeting of the season in October before losing in the Coupe de Ligue in the capital later the same month.

With six points between the pair going into the game, third-placed OM can ill afford to lose if they are to retain any hope of pipping their arch-rivals and current league leaders to the Ligue 1 title. After seeing PSG slip up at Sochaux last weekend, though, Ayew believes Elie Baup's side can go into the game with hope.

"We know PSG are favourites, that's logical, but we will have some say in the matter," said Ayew, who will stay with his team-mates on the outskirts of Paris after Sunday's game with OM facing PSG again in the Coupe de France next Wednesday. (AP) ? For nearly 40 years, Sen. Pete Domenici's reputation was that of a well-respected ? some might say staid ? conservative Republican and honorable family man.

But the 80-year-old New Mexico political giant's persona was shaken Wednesday with the revelation that he had an out-of-wedlock child in the 1970s and became embroiled in what might be described as an inside-the-Beltway soap opera.

While his wife Nancy was raising their eight children, Domenici had the affair and secret child with a woman about half his age ? and who happened to be the daughter of one of his Senate colleagues. The woman raised the child on her own, became a prominent lobbyist, Republican activist and political commentator, and their 30-something son has since gone on to build an impressive Washington resume himself.

The saga shocked people in New Mexico who viewed Domenici as a man of honesty and integrity during his six terms and 36 years in the Senate that ended in 2008.

"I deeply regret this and am very sorry for my behavior," Domenici said in his statement. "I hope New Mexicans will view that my accomplishments for my beloved state outweigh my personal transgression."

Domenici and the mother of the child, Michelle Laxalt, went public this week, she said, out of fear someone was about to release the information in an attempt to smear Domenici and his "extraordinary wife." They issued a statement revealing the story to the Albuquerque Journal.

They identified their son as Nevada attorney Adam Paul Laxalt, a former U.S. Navy officer who served in Iraq.

It was just the latest in a seemingly endless stream of politicians being forced to reveal secret children, from one-time Democratic presidential candidate John Edwards to former Republican Gov. Arnold Schwarzenegger. Just last week, U.S. Rep. Steve Cohen of Tennessee acknowledged that he's the father of a 24-year-old woman after the two were seen communicating on Twitter during the State of the Union address.

Domenici was known for his unflagging support of the state's national laboratories and military installations, and he became a power broker for his work on the federal budget and energy policy.

Domenici voted for the impeachment of former President Bill Clinton in 1998 after his affair with Monica Lewinsky, but his floor statement focused on the fact that Clinton had lied under oath, noting that the trial "has never been about the President's private sex acts, as tawdry as they have been."

But in the same speech, he cited the value of "truthfulness" and how it's the first pillar of good character.

Reached at his home in Washington on Wednesday, Domenici said he had nothing more to say. Domenici and his wife have been married more than 50 years and have eight children.

Michelle Laxalt was an up-and-coming Washington figure when she and Domenici had an affair. Laxalt, then in her 20s, is the daughter of former Nevada Gov. and Sen. Paul Laxalt, who served two terms beside Domenici.

In 2008, Domenici was reprimanded by the Senate ethics committee for his involvement in a scandal over the Bush administration's firing of eight U.S. attorneys.

At the time, Laxalt defended Domenici's integrity on CNN, calling him an honorable man who was supporting "no fewer than eight children."

The website for Adam Laxalt's law firm said he is a former U.S. Navy officer and lawyer who served in Iraq. He also worked for then-Sen. John Warner, R-Va., and as a special assistant to an undersecretary of state, according to the website.

He has also written a number of conservative columns against policies like the Obama health care plan and the lifting of the military's "don't ask, don't tell" policy for gays for publications like The National Review Online, American Spectator and the Las Vegas Review-Journal. And he serves on the board of Catholic Charities of Southern Nevada.

Domenici said he was sorry that he caused hurt and disappointment for his wife and other family members. He said he disclosed the situation to his family several months ago.

"I have apologized as best as I can to my wife, and we have worked together to strengthen our relationship," Domenici said.

Domenici told the Journal his son participated in the drafting of his statement, but it was unclear if the two had a prior relationship.

The Laxalts did not immediately respond to emails and phone calls seeking comment.

In New Mexico, political leaders said they were surprised, but they doubted the revelation would negatively impact the Domenici legacy.

"It is going to make his legacy a little bit more colorful because he is not exactly the kind of guy you expect that from," said Maurilio Vigil, a political science professor emeritus at Highlands University in Las Vegas, N.M.

"It is surprising because he was always an upstanding type of fellow, a family man, and that was his image."

Edward Lujan, former chairman of the Republican Party of New Mexico, said he had heard rumors about the child years ago, but "I didn't pay much attention. I didn't care. Those kinds of things honestly are between the families and has nothing to do with how he did his job."

"I don't think there was anything hypocritical about anything," Lujan said. "I admire him as much today as I did yesterday and the day before."

Republican Gov. Susana Martinez said her "thoughts and prayers are with the family.

"It's a difficult time," she said, "but Sen. Domenici's work is a very separate and distinct issue. I think he's done great things for the state and I don't think anyone will ever forget the hard work and all that he brought to New Mexico."

Others weren't as strong in their defense of Domenici and sizing up how the revelations would affect this legacy.

"I'll leave that for historians and other people to judge," said former Gov. Toney Anaya, a Democrat who ran a close race against Domenici in 1978.

Doctors would tax sugary drinks to combat obesity

If you want to stem rising obesity levels, sugary drinks should be taxed like cigarettes. So urges the UK Academy of Medical Royal Colleges, which is calling for pilots of taxes that hike prices by 20 per cent. The idea is to lower consumption by making sugary drinks dearer, a strategy known to cut sales of cigarettes and alcohol.

Hungary introduced a food tax in 2011 and quarterly soft drinks sales dropped from 117 to 69 million litres within six months.

Potential health benefits of reducing calorie intake were demonstrated after the Cuban economy collapsed in the late 1980s, says Simon Capewell, on the steering committee for the academy's report. Hard-up citizens ate an average of 1000 calories a day less. Within a decade or so, the incidence of obesity halved, with falls of 51 and 35 per cent respectively in diabetes and heart attacks (American Journal of Epidemiology, doi.org/bjzg25).

Chinese dare officials to swim in polluted rivers

(AP) ? A Chinese businessman angry about a filthy river made an equally dirty dare: He'll give an environmental official about $32,000 just for swimming in the polluted waterway.

Local businessman Jin Zengmin posted on his microblog photos of a garbage-filled river in Rui'an city in the eastern province of Zhejiang. He dared the local environmental protection chief, Bao Zhenming, to swim in it for a prize of 200,000 yuan.

The challenge, made Saturday, reflects growing frustration among the Chinese public over widespread pollution and lack of governmental action. It quickly inspired at least one other offer: A posting Tuesday under an alias on an online forum offered a 300,000 yuan ($48,000) cash prize to the environmental protection chief in the nearby county of Cangnan if the official swam in polluted rivers there.

Jin said on his microblog that a rubber shoe factory has been dumping wastewater into the river, and that the area had an exceptionally high cancer rate.

A Rui'an government official who would give only his surname, Chi, would not say Wednesday whether Bao would accept Jin's challenge. But Chi said the bureau had contacted Jin and will take some measures, including working with residents to clean up trash in the river and putting up signs warning against dumping.

"We will also step up efforts in controlling industrial pollution sources," Chi said.

He also said that the public should shoulder responsibility in protecting the environment and that the environmental protection bureau welcomes public supervision and participation in cleaning up local rivers.

China's booming economy has brought more water pollution, some of it shockingly serious. High-profile industrial accidents along major rivers have disrupted water supplies to big cities in recent years.

Hu Siyi, vice minister of water resources, said last year that 20 percent of China's rivers were so polluted that their water quality was rated too toxic for human contact, and that up to 40 percent of the rivers were seriously polluted, according to state media.

Last month, about nine tons of aniline, a chemical used to make polyurethane, leaked into a river in northern China. The leak wasn't reported for five days, and by then it had contaminated the water supply of a city in a neighboring province. The official Xinhua News Agency reported Wednesday that 39 people from the company responsible for the leak and local government departments had been punished over the leak, which emanated from a poor-quality metal hose.

The ISI's new online journal for the rapid dissemination of statistics research

Hoboken, NJFebruary 20th, 2013John Wiley & Sons, Inc., today announced the launch of Stat, the new online-only, rapid communication research journal of the International Statistical Institute (ISI), publishing articles in all facets of statistics and related interdisciplinary areas.

Stat publishes short articles within four weeks of submission, using a streamlined submission and review system. Allowing readers to access and connect with content in novel ways, emphasis is placed on the online delivery of articles and innovative forms of supplementary material including data, graphs, images, video, software, and code. It will have an associated moderated online discussion, Statblog, to facilitate immediate discussion of published articles.

"We are very excited to extend our publishing relationship with the ISI by collaborating with them on this new venture. Developments in a growing number of subject areas rely upon the early publication of research results and access to the underlying data. Stat is launched with this in mind," said Kathryn Sharples, Publisher, Statistics & Mathematics, Wiley. "The journal's novel rapid review process, coupled with fast publication will enable authors to disseminate their findings and associated data within very short time frames, aiding interdisciplinary collaboration."

Stat provides a means of rapid sharing of important new theoretical, methodological, and applied research for the international community of statisticians, researchers, and practitioners. Paper types include original articles, letters to the editor, discussion papers, and author responses, with a maximum article length of ten pages of text.

One recently published study, "Aligning Some Nicholson Sheep-Blowfly Data Sets with System Input Periods" by David R. Brillinger of the Department of Statistics, University of California, Berkeley concerns Alexander Nicholson, former Chief of the Division of Entomology in the Commonwealth Scientific Research Organization. Nicholson carried out laboratory experiments on evolving insect populations. Brillinger notes, "The results motivated many studies, particularly ones concerned with density-dependent competition." This important new article addresses the question: how to estimate a permutation, thereby providing a correspondence between the known set of periods and the list of data sets. The results will be used in developing specific dynamical system models for the experiments involving inputs. Other recent Stat articles of interest include:

  • Enhanced security checks at airports: minimizing time to detection or probability of escape? By Xiao-Li Meng Motivated by security screening at airports, this article shows that under very natural conditions, the influence of a prior does not go to zero as the sample size increases. The result is important and counterintuitive.
  • Large complex data: divide and recombine (D&R) with RHIPE By Saptarshi Guha, Ryan Hafen, Jeremiah Rounds, Jin Xia, Jianfu Li, Bowei Xi, and William S. Cleveland

    This article described a method, Divide and Recombine, that allows the data analyst to apply almost any statistical or visualization method to large complex data (so-called Big Data), when direct application of most analytic methods to the entire data set is either infeasible, or impractical. D&R enables deep analysis that minimizes the risk of losing important information.
